Explainability rules

• No unexplained marina score. Every band states why.
• A derived occupancy figure is labelled ESTIMATE, never as a counted fact.
• Berth reservation, declared capacity, VTS/port traffic windows, lock bookings and bridge openings are different allocation kinds.
• Guest maps, captain briefings and official charts never share a safety class.
• A nice-looking harbour schematic must never masquerade as an official navigational document.

Live channels

Dossier pages now pull Open-Meteo weather and marine models, ECB reference FX, OpenStreetMap Overpass places, and NOAA CO-OPS tides where a station is mapped. Those observations are labelled estimates or model output. They never overwrite ledger facts. See Channels.
